ROSS 650 REGS

ROSS 650 CLASS RESTRICTIONS: as at 30 January 2003 This amends issue 21 June 1999 Changes are listed in "Amendments" marked Schedule 'A'


1. Purpose
The Purpose of these design restrictions is to ensure uniformity so far as possible for racing purposes between Ross 650's. A Ross 650 that does not conform with these restrictions and/ or which does not have a measurement certificate, shall be ineligible to participate in races organised or arranged by the Ross 650 Owners Association or to participate in races organised by other clubs or organisations for Ross 650's to race as a class.
2. Design
The design of each boat, including all appendages, shall conform to the designer's plan but using offsets held by the Association at the time of construction in all respects and the only variations acceptable shall be such as permitted in these restrictions, or as dispensed with by the Executive Committee and noted on the measurement certificate. The licenced manufacturer (or designer) reserves the right to change these restrictions, rig or hull specifications on the grounds of product development and improvement, commercial desirability or safety.
3. Insignia
The class insignia shown on the designer's plans shall be placed on both sides of the mainsail, on the upper part of it and shall be of a colour contrasting with that of the sail.
4. Manufacture
The hull, decks, centreboard and rudder of all Ross 650's shall be manufactured by the manufacturer licenced by the designer or his authorised agent.
5. Measurement Committee
The measurement committee as appointed from time to time by any general meeting of the Association, or any member of that committee acting as part of that Committee, shall have the authority to measure Ross 650's to ensure that they comply with these class restrictions. For that purpose, he or they may issue a measurement certificate, the form of which shall be decided upon from time to time by the measurement committee, to any Ross 650 that complies in all respects with these restrictions. Any member of the Measurement Committee shall have the power at any time to check any measurement of any Ross 650 to ensure that the boat complies with these restrictions: whether or not that boat has a current Measurement Certificate: and shall have the power to cancel such Certificate if the boat is found to infringe any of these Class Restrictions. The owner of any Ross 650 whose measurement certificate has been cancelled may request the measurement committee to state the reason for such cancellation and must have the boat re-instated by the measurement committee before that boat is allowed to participate in any further races as a Ross 650
. 6. Auxiliary
The Auxiliary must be an outboard motor complying with AYF or NZYF Trailer Yacht Safety Requirements and must be carried in an operable position on the transom. During races, sufficient fuel must be carried on board while racing to return the boat to shore or as required by other authorities.
7. Minimum weight
The minimum weight of any Ross 650 including motor, sails, mast, boom, spinnaker pole, all standing rigging, jib and main sheets, plus other such fixed items as are recorded on the measurement certificate and must be carried while racing shall be 660kg. Boats under weight shall be brought up to weight by the fitting of equal amounts of lead being permanently fixed to the bottom of the boat in each of it's three corners. No boat may be brought up to weight by the overbuilding of furniture, framing or fittings. This judgement shall be left to the discretion of the Measurement Committee and/or persons authorised by them to do so. To avoid doubt, all tanks must be empty when the boat is weighed.
8. Weighing Procedure
Boats shall be weighed on a public weighbridge. Measurements provided by the weighbridge shall be final but subject to protest. Boats shall be checked by the Measurement committee to ensure the minimum requirements are met prior to weighing.
Boats shall be placed on the weighbridge on a trailer. The weight of the trailer alone as ascertained by that weighbridge to be deducted from the weight registered when the boat and trailer are on the weighbridge.
9.Keel and Ballast.
Only a single drop keel as constructed by the manufacturer licenced by the designer is permitted with a maximum total weight of 240kg. Ballast is optional and may be carried inside the boat permanently fixed to the floor with a maximum weight of 273kgs with bulb fitted or 360kg without bulb.
10.Spars and rigging.
a) Mast to be deck stepped and have a single set of spreaders. b) Standing rigging to consist of forestay, cap shrouds and lowers if required. c) Adjustment is permissible on the forestay and side stays by rigging screw only
. 11.Sails
a) Maximum number of sails on board for racing: 7 as follows: 1 Genoa (optional) 1 Jib 1 only Storm Jib (optional) 1 only Mainsail (minimum number of 2 reefs) 3 only spinnakers, up to two of which may be asymmetrical. b) Sail measurements shall be within the measurements of the specifications annexed hereto. c) Sails must be measured by a member of the Measurement Committee and if the sail complies with these restrictions, it is to be marked by that member verifying that the sail is in accordance with sail plan and restrictions. Sail measurements may be checked by the Measurement committee at any time. d) No headfoil system may be used, but a retractable or deck mounted asymmetrical spinnaker pole may be used, which does not protrude more that 2 metres forward of the forestay deck fitting. e) Prior to the first race of a series nominated by the measurement committee, it shall be the responsibility of each entrant to present such sails as he requires for the series to the measurement committee for registration.
Any boat shall be liable to disqualification if it used any sail during the series which has not been registered with the Measurement committee in accordance with the clause. Should any registered sail require repair or alteration during the nominated series, it shall only be done with the prior consent of measurement committee and may not be used again for that series unless the measurement committee has given its approval. f) Sails may be made of any material.
12. Disputes:
In any dispute arising out of the managing or implementation or use of these restrictions, the decision of the measurement committee shall be final unless the dispute shall arise during or as part of a formal race protest, when the procedures for hearing that protest shall be followed.
13. Matters not provided for shall be determined by, from time to time as necessary, by the Association Committee but shall be confirmed or rejected by the Association not later than the next following AGM but in any event must apply in terms of clause 1. 14. All New Zealand boats must be currently registered with the NZYF. 15 .It is the owner's responsibility to ensure that his boat and equipment comply with these class restrictions at all times and that alterations or repairs do not invalidate the measurement certificate. 16.ROSS 650 SAIL RESTRICTIONS:

The asymmetrical spinnaker pole may be made of any material.
17.SPARS

18.RIGGING

The use of T balls to attach the forestay to the mast is discouraged on safety grounds. 3. Through bolting of tabernacle through cabin roof is discouraged. 4. Topping Lift exit sheaves below the hounds are discouraged. 5. Rotating masts with integral supporting wires are permissible. 6. Boats shall have the capacity to drop the headsail to the deck while sailing, leaving a forestay standing. 7. Wire luffed headsails (which double as a forestay) are discouraged on safety grounds.
19. SAIL DEVELOPMENT:
a)Notes 1. More than 1 spinnaker may be flown at any one time. 2. The spinnaker pole need not remain attached to the mast. 3. The boom may be used to fly more than 1 sail at any one time. 4. More than 1 headsail may be used at any one time. 5. Headsails may be flown from spinnaker poles or the deck mounted or retractable assymmetrical spinnaker pole.
20.HULL DEVELOPMENT
a)Notes 1. Water ballast may not be employed unless it meets NZYF OR AYF requirements. 2. Sideways swinging keels, or keels which are moveable fore and aft may only be employed if they were at their most disadvantaged angle or position when the hull was subjected to the pull down test. 3. In any event, hulls will be equipped with a keel locking device which retains the keel at least 2/3rd down in the case of inversion. Unless permitted by individual sailing instructions, keels shall remain at least 2/3rds down while racing. 4. Keel lifting mechanisms shall be fitted with a safety backup device (eg a second cam cleat), which prevents the keel being accidentally dropped. 5. When the hull is at normal rest and without crew, filling any water ballast tanks or other tanks and/or swinging the keel, will not result in the hull assuming a list of more than 10 degrees in any combination. 6. A single retractable forward canard of unrestricted dimensions and neutral buoyancy may be employed when an Asymmetrical Spinnaker is flying. 7. Twin rudders, each of a surface area not less than that provided by the manufacturer, may be used.
